In 1981, the NANP was re-organized to create an overlay area code system. An overlay area code is a second area code that is assigned to the same geographic area as an existing area code. When an overlay area code is activated, all of the existing telephone numbers in the region are assigned a new area code.
For example, the 415 area code was overlaid with the 628 area code in 1998. This meant that all of the telephone numbers in the 415 area code were assigned the new 628 area code.
